Review is a preliminary look at a case and not a detailed investigation.  It generally entails pulling court opinions, records, creating timelines, etc. 

Investigation involves a staff member interviewing witnesses and conducting field work.

Formal Inquiry is defined by N.C.G.S. § 15A-1467.  It requires the convicted person to waive his or her procedural safeguards and privileges.

It is important to note that several of these categories do not fit the statutory requirement for actual innocence and result in an automatic rejection.  A claim that a convicted person is guilty of a lesser offense, acted in self-defense, or acted with a diminished capacity is not a claim of actual innocence and will be rejected.
